IT offshoring, as the name implies, basically it's the relocating of IT businesses to a distant country. However it may resonate like a good thing, still it's debatable and controversial. I'm personally torn between because apparently it's has pros and cons; nevertheless, I'll speak my mind out, by saying that- it benefits more to countries in which the relocation or offshoring is done, than the country which does the offshoring ,regardless of it's benefits, like low labor costs, costs saving, round the clock, etc. The former has the likelihood of being more developed, skill upgraded, employed, while the latter on the other hand tends to be less skilled and employed. For instance, a well employed country concurs to have offshoring done within its area; thus it increases the likelihood of more employment. Or another: countries with technologies may have IT offshoring- like software development- done within, thus it enhances their technologies. So, it apparently shows there's always the likelihood of inevitable pros and cons in life. 😃
